Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) is a European Union regulation dated back to 18 December 2006. REACH test is one of the most widely used tests for inks in the ink Industry and EU regulations are worldwide followed regulatory standards for the Ink industry.  REACH regulation concerns with the production and usage of chemical substances, and the possible impact they can have on environment and human health.

REACH regulation requires the information on chemical substances communicated throughout the supply chain. This makes sure that the awareness regarding the health and safety concerns related to the product is well communicated among the manufacturer, importer and consumer as well. This ensures that manufacturers, importers, and also their customers are aware of information relating to health and safety of the products supplied. Consumers these days ask for complete information on the ingredients used in the products and retailers then get into the obligation of providing the requested information. Having detailed information on the substances present in their products will allow retailers to either permanently remove or replace the hazardous substances with less hazardous ones. Number of items on the list of hazardous substances is increasing continuously and thus companies and organizations should keep a close look on such announcements and additions to the list. How does REACH work?

REACH engenders procedures with view of gathering and continuously assessing information on the properties and hazards associated with substances.

Companies which deal in such chemical substances need to register their substances and in order to do this, they have to work together with the companies which are also registering same product.

ECHA then evaluates the information received by them on various substances against the existing compliances. It is then checked if the substances or their concentration level poses any risks or harm to human health or environment. Based on this evaluation it is determined if the risk or harm can be managed.

In case, the risk posed by substance is unmanageable then authorities can ban the substance. Also, authorities can restrict the concentration level of substance or make its use subject to prior authorization.

 

Why is REACH test important?

Compliance to REACH allows companies to:

  • Company can’t access EU markets unless it is compliant with REACH regulations.
  • It lets companies escape regulatory fines and litigation.
  • REACH compliance helps in saving money and time spent in in-house testing.

 

Categories

There are three basic categories for the chemical substances used in manufacturing of inks for the toy industry.

REACH SVHC (Substances of Very High Concern) list: This list comprises of the substances which are not banned but are supposed to be phased out with replaced with safer alternatives.

REACH AUTHORIZATION list: If a substance is present in this list, this means that it cannot be put into the European market without a prior approval from authority. One needs to take an authorization for the specific use of that chemical substance.

REACH RESTRICTED list: Chemical substances who find place in this category have their amounts restricted to the limit mentioned against each one in the list.
