RoHS is also known as “lead-free directive”. Restriction of Hazardous Substances Directive 2002/95/EC, (RoHS 1), restricts the use of certain hazardous materials in the manufacturing of various types of electronic and electrical equipment (also known as EEE). The substances that are banned under RoHS compliance are mercury, hexavalent chromium, polybrominated biphenyls, lead, polybrominated diphenyl ethers, and four phthalates such as DEHP, BBP, DBP, and DIBP. Maximum allowed concentrations of these substances in non-exempted products are 0.1 % by weight or 1000 ppm (except cadmium, 0.01 % by weight or 100 ppm). These hazardous materials are supposed to cause huge amounts of toxins in electronic waste and create problems in recycling and recovery targets. Some EEE products such as batteries RoHS restrictions apply to each homogenous material in a product that could be separated mechanically. For example, a circuit board consists of PCB, IC, resistors, switches, capacitors, etc. In case, PBB is used as a flame retardant in the manufacturing of switches and its concentration is more than 1000 ppm than the entire circuit board fails the requirements of RoHS compliance. So, everything that can be identified as homogeneous material needs to comply with the limit. 2011/65/EU (RoHS 2) is an evolution of the original directive 2002/95/EC (RoHS 1) and became law on 21 July 2011 and took effect on 2 January 2013.

It includes the same restricted chemical components but improves the regulatory conditions and legal clarity. Directive 2015/863/EU is the amendment in the previous directive 2011/65/EU. Four Phthalates (DEHP, BBP, DBP, and DIBP) were added in the new directive and their maximum permitted concentrations in non-exempt products are 0.1%.
